The Anniston City Council is looking into a proposed ordinance that would ban the tethering of dogs without people present.
The council is meeting in a work session to discuss council member Millie Harris's proposal.
She says keeping a dog chained up all the time is inhumane to the dog and feels it also makes the dog territorial, raising the likelihood the dog will attack a child that wanders into the yard, or a utility worker who's there to read the meter.
The council is not expected to vote on the matter tonight, since this meeting is just a work session.
