The Anniston City Council hopes to bring accountability to nonprofit funding by working with a local community foundation. The Community Foundation of Northeast Alabama is a 501(c)(3) nonprofit organization that was formed from the Stringfellow Health Trust in 1999.
According to The Anniston Star, the Anniston City Council on Monday met with a Community Foundation official to discuss a potential shift in how grants from the city are distributed. Mayor Vaughn Stewart said the Community Foundation already has expertise in dealing with nonprofits and they would apply a set of standards for awarding grants. Stewart said that all but eight local non-profits would have to go through a competitive funding process.
Councilman Jay Jenkins told The Star he thinks the accountability that would come along with the process is critical. Currently the city funds about 20 nonprofit organizations and awarded about $350,000 last year. With the new proposal, the foundation would include a 5 percent fee from appropriations for administrative functions along with a 5 percent transfer to a city endowment. That endowment could become another source of funding in the future.
